Barriers and Break–through: Problems Concerning Shortage of Quality Papers for Journals of General Higher Schools----From Perspective of Academic Title Ranking System.

In China's academic title ranking system for higher schools, there exists a requirement for the quality of papers and the qualification of journals to publish those papers, which has a direct influence on the source of papers contributed to journals of higher schools. As a result, the rank of journals turns into an evaluation standard of papers, and thus for journals of general higher schools, there exists a shortage of quality papers.
