Abstract
- Since the 1990s, American welfare policy has changed dramatically with the rise of neoliberal paternalism. It involves more than a sharp caseload reduction and a shift from cash assistance to services. Moreover, the poverty governance model has undergone a significant change. This paper, from the perspective of neoliberat paternalism, attempts to analyze the relationship between American welfare policy reform and poverty governance model transition, based on which to explore the process of constructing new poverty governance models during the U. S. welfare reform. It is pointed out that the American welfare reform is a great success in training welfare recipients to work hard and take personal responsibilities but it also forces a great number of welfare receipts into the low-income labor market and fails to help them out of poverty.
