Editor's Note.

An introduction to the journal is presented in which the editor discusses various reports within the issue, including one about the advantages and disadvantages with microfinance programs in Vietnam, another on the role of nongovernmental organizations (NGOs) in providing disaster recovery services, and another which compares the health care systems in Canada, Great Britain, and the U.S.
