On the Specialization and Popularity of Legislation in China.

Science legislation is the inherent requirements and basic guarantee in order to perfect the socialist legal system with Chinese characteristics, and the specialization and popularity of legislation are inevitable requirements. At the same time, the legislation itself not only involves the systematization of rules, but also the distribution of rights and interests. Therefore, all these requires the specialization and popularity of legislation and the construction of institution in legal making. In law making, we should rely on the professionals such as lawmakers in overall planning and systematization and the mass in popularization in order to promote economic development, enhance the public interest and maintain social harmony.
