Abstract: The article presents a speech by Mani Shankar Aiyar, delivered at the "India Abroad, India Within" conference at Brown University in Providence, Rhode Island, on March 16, 2010. It compares local government in India and China. According to the author, poor and rural peoples' inability to participate in government processes may lead to unrest and threaten democracy in both countries. Details on legal and social structures for local government in both countries are also presented.
