Abstract
- The author discusses India's public distribution system (PDS) for providing foodgrains at low prices to poor consumers highlighting the country's poverty line. He believes that the country's biggest challenge is reaching the poor as the PDS demonstrates that they are not reached despite being identified based on the poverty line. He offers suggestions on what the government should do which include using food coupons and implementing a universal right to food.
