Abstract
- The article reports on the controversial transaction involving the Ohio Penal Industries (OPI), a branch of the Ohio Department of Rehabilitation and Correction, of selling its manufactured toilet paper to state agencies in Ohio at a higher price compared with local suppliers. It notes that the business led for OPI to gain 26 million dollar sales annually. It conveys that OPI produced a wide variety of products including license plates, clothes, and soups at 24 manufacturing sites in 16 prisons.
