Abstract

The article deals with the promise of King Mohammed VI of Morocco of reforms through a new constitution. It says despite such promised changes as parity between men and women and increased power for the parliament, the power imbalance between the Moroccan political-economic ruling elite and the public at large remains a problem. It points at the sophisticated rhetoric and ultimate absence of clarity in the King's June 17, 2011 televised speech.
