Abstract

The article discusses issues concerning the efficacy of the Open Internet Order adopted by the U.S. Federal Communications Commission (FCC) which governs the operation of broadband Internet service providers (ISPs). It explores the problems associated with such order, and suggests that the FCC should develop an information collection requirement to improve transparency on network management practices. Also described is the legal authority of the FCC in implementing a mandatory data collection.
