Abstract

The article differentiates between the concepts of performance measurement and accountability within government agencies such as the U.S. Office of Management and Budget and the Government Accountability Office. It says that performance measurement should not be equated with the concept of accountability since the latter is punitive by nature. It adds that performance measurement within an accountable organization can be used as a tool for motivating employees to perform better by giving them concrete goals to achieve.
