Abstract
- This article deals with financial questions facing universities and colleges across Texas as the state faces a huge budget shortfall in 2011. According to Representative Dan Branch, a supporter of Tier One schools, the re-appropriation of an unused fund via the House Bill 51 is the biggest asset for universities. It cites the University of North Texas, the University of Texas at Arlington, and the University of Texas at El Paso as some of the universities vying to become Tier Ones. Particular focus is given to the Texas Research Incentive Program.
