Public Security Governance in Transitional Society in View of Civil Society.

Abstract

Transitional society means that the society is in a period of the transition from traditional one to modern one, during which the state's authority is weakened due to pluralistic culture and citizens are set free to participate in public affairs. Then, in a transitional society, the weak governability of state can not promise the public security to the public, while the imperfect civil society lacks enough experience and ability in autonomy to face such a challenge. So, how to perfect the civil society as an autonomous role to be played in transitional period is critical to public security, by which not only the thinking mode of public security governance can be extended, but also the governmental infringement of citizens' security rights can be prevented so as to realize the stable governance in transitional society. In China there are several problems in this respect and they are necessary to be solved though China's civil society has the background of experience to a certain extent for participating in public security governance.
