Abstract
- The Department of Defense requirements process is designed for systems that will provide decades of service. Well-considered requirements are important for getting it right the first time; however, the Department of Defense does a poor job of articulating requirements for Cyber Warfare Systems that may become obsolete within months. Nevertheless, there are six Mission-Readiness Considerations that form a set of basic requirements that should be evaluated by test and evaluation to inform a mission-ready or fielding decision: safety, security, interoperability, legality, effectiveness, and suitability.
