Abstract
- The article offers information on the different approaches in setting geographic service areas that limits the implications for compensatory mitigation banking. The U.S. Army Corps of Engineers and the U.S. Environmental Protection Agency (EPA) has decided to reduce reliance on permittee-responsible mitigation (PRM) and in-lieu fee (ILF) to ensure successful watershed planning. It notes that larger areas bolster credit demand, increase pollution hotspots, and increase competition.
