From START to FINISH? Strategic Challenges Remaining After a START Follow-on.

Abstract: The article discusses considerations for a new Strategic Nuclear Arms Reduction Treaty (START) between the U.S. and Russia. It notes that nuclear weapons reductions will not fully offer the strategic capability and non-proliferation significance if nuclear dismantlement technology and procedures are not developed and implemented beyond the START follow-on treaty. It suggests that both countries consider cooperative research and development (R&D) projects that support verification.
