Abstract

This paper scrutinizes the background, definition, meaning, types, measurement, forms, natures, consequences, causes, cost, impact and eradication of corruption in civil service. In fact, integrity and corruption are two confronted phenomena. The existence of corruption in the sociopolitico-economic field of a country like Bangladesh usually hampers not only the normal course of development but also the overall controlling system in the government including the law and order situation whereas they sustain for centuries together. Therefore, integrity is inevitable for making a society free of corruption. In other words, integrity is an integral part of the mechanism of curbing corruption in the society. Corruption, in true sense, can be termed as a contaminated social disease, which paralyses a country and leads to destruction. Where corruption prevails good governance does not exists. Corruption and vulnerable law and order situation were evident during the British rule in India. There was almost regular and systematic corruption involving nearly all officials at different levels in the administrative hierarchy. For elimination of corruption, it is essential to improve governance and legal system along with establishing value-based society. In this paper, I opined for a mechanism for strict enforcement of accountability that should be put in place for heads of different departments in order to make them fully responsible for their assignments at the local and executive levels of the administration. This paper has made an attempt to sketch an overview of the necessity of promoting integrity with a view to curbing corruption in the socio-economic and political fields with special emphasis on the negative impacts already being exerted on different sectors of the society and the government.
