EDITORIAL.

The article discusses various reports published within the issue, including on the dilemmas of institutionalizing the sanitation reform and social and social protection policies in financing the healthcare system in Brazil, one on the issue of democracy and federalism in formulating and implementing social policies and one on the role of health councils both in formulating and implementing policies.
