Abstract

The article presents a reprint of the article which appeared as a cover article in volume 4, number two in the May/June 1991 issue of "Himal." It states that the Nepalis hoped for the possibility of generating hydro-electricity from their own streams and rivers and the international oil crisis in the 1970s was Nepal's inspiration to pursue the dream. It notes that India follows a policy of self-reliance since it gained its independence and adopted its own water resources development.
