The article profiles Stephen Carter, Minister for Communications, Technology and Broadcasting, in Great Britain. Carter has significantly positioned broadband issues on the prime minister's agenda in 2008 while at the Number 10 office of the minister. He was then promoted to the House of Lords, as Lord Carter of Putney, that constitutes the Department for Business, Enterprise and Regulatory Reform (BERR) and the Department for Culture Media and Sport (DCMS).
