Abstract
- The article discusses the defeat of the Proposition M, the highest sales tax rates in National City, California. The city is seen as the poorest city in San Diego county, with unemployment rate of 12 percent. About 5,154 voted no and 3,846 said yes to retain the Prop M and according to Mayor Ron Morrison, the reason for the defeat was only the "outsiders" voted for its retention. The outsiders were seen to have less involvement and have no vested interest in the outcome.
