Abstract
- The article focuses on the request made by the panelists who testify at a Surface Transportation Board hearing in requiring shippers of toxic-by-inhalation (TIH) materials to share in the costs of liability insurance in the U.S. Representatives of rail companies depicted that a single rail car accident involving the release of TIH materials has the potential to put a railroad company out of business. Rail companies and trade groups emphasized that they were seeking a way to balance the risk.
