Abstract
- The article examines some of the key pledges under a spatial development strategy called the London Plan and assesses whether or not Mayor Ken Livingstone of London, England has fulfilled them. It states that Livingstone failed to reach the goal of 30,000 additional homes each year. It notes that the mayor was able to fulfill the promise to make all additional housing affordable. It adds that Livingstone failed to reduce weekday traffic in central London.
