Losing the High Ground.

The article focuses on an article by Andrew Lee Butters in the January 2006 issue of "TIME" magazine, which cited observations on the status quo in Iraqi Kurdistan. It argues that the presidents of the universities, the university council, the deans and heads of the departments should all be members of one of the main parties, the KDP or PUK. The KDP and PUK do include some smaller parties in their governing coalitions and on their electoral lists, especially those composed of ethnic and religious minorities such as Assyrians Christians and Turkomen.
