Abstract
- The article reports on the controversy concerning the U.S. Army Corps of Engineers search for the 150 million cubic yards of clay to improve the levees in New Orleans, Louisiana. According to Richard Robichaux, owner of 165-acres pasture in Assumption Parish cited as a potential borrow cite, the Corps employs a strategy that is mining without the rules. Moreover, critics add that the Corps' effort is scarring the city with gaping holes and is creating discomfort to landowners in the district.
