Abstract
- The article discusses the difficulties posed by the intricacies in U.S. energy rate structures in planning energy-efficiency projects. It states that changes in rate structures impact the cost effectiveness of energy upgrades and that facility executives should understand the rate structure to ensure that expected return on investment from energy cost savings is delivered. Factors that may impact cost effectiveness include implementation of time-sensitivity rates and peak demand charges.
