Abstract

In the last decade several European countries, and Canada and Australia, have moved towards "harm reduction" drug control policies, while the United States has continued with stringent policies that result in the arrest and incarceration of large numbers of drug users. This paper examines drug policies in a select number of countries, with a focus on comparisons of Britain, Canada, and the United States.
