Abstract

This article discusses disaster recovery and the importance of preparation. The Saffir-Simpson Hurricane Potential Scale has classified hurricanes into five categories based on central pressure and sustained wind speed. The author contends that this system is misleading because the most lethal aspect of storms is not the winds but the storm surge and inland flooding. In small cities and towns with central utilities, the people who do not evacuate expect that their utilities will be promptly restored as will their water supply. Combating this issue is difficult without the removal of individual water meter systems and subsequent re-installation, which is costly and time consuming.
