Abstract

The article analyses the popularity of the concept Competence Development as representing holy as well as unholy alliances between the European Policy on Life Long Learning, New Public Management and new strategies for professionalizing the «human beings wording with human beings». The article describes a process where a broad variety of collective, experimental and user-orientated Competence Development projects has been transformed into a narrow definition of Competence Development as a matter of individual academic merit, accountability and accreditation. The question is to what extent the public servants themselves (and their trade unions) in their efforts to conquer new status as professionals have been producing, or co-producing, a situation characterised by new restraints to their own professionalism?
