Abstract

An examination of how the British government has changed the standards that govern the eligibility of college students for government grants. The author notes that the government has increased the level of income that makes students eligible for both full and partial grants. The author notes that this will likely increase the number of students coming from middle and low income families. The author adds that this move is part of prime minister Gordon Brown's plan for progressive universalism.
