Abstract

This article discusses methods for determining realistic hazard boundaries and the ramifications and consequences for early management decisions in response to radiological dispersal of explosive devices. The authors provide first responders with boundaries established by the Sandia National Laboratories based on tests of aerosolization of these devices. They review countermeasures and appropriate actions and discuss whether evacuation or sheltering in place are the appropriate response to protect life and property. They argue that many of the critical decisions to minimize exposure need to be taken in the first hour.
