RECORD OF THE DISCUSSION ON PROFESSOR WHEARE'S REPORT.

The article presents the proceedings of a discussion of K. C. Wheare's paper on the powers that must be possessed by a union of states, at the World Congress of Sociology and Political Science held in Zurich, Switzerland on September 4, 1950. Professors Akzin of the University of Jerusalem, Puntambekar of Nagpur University, Bichara Tabbah of the Faculty of Law in Beirut and Calogeropoulos-Stratis of the School of Political Science in Greece gave their separate commentaries on the paper.
