Abstract

The article points out that hard-core or structural unemployment poses different problems for the society than short-term unemployment. It explains that hard-core unemployment is a result of rapid technological changes where surplus workers find it difficult to service new employment with their old skills. Also, hard-core unemployment represents circumstances where workers are excluded from employment on the basis of skin color or other characteristics that are irrelevant to job performance.
