Abstract

The article discusses the Exercise Maritime Response (EMR), which was designed to test the Canadian federal, provincial, and municipal response to a terrorist attack using radioactive materials. The EMR was held at Slemon Park (formerly Canadian Forces Base Summerside) on Prince Edward Island in February-March, 2006. Participants included the Human Monitoring Laboratory, Ottowa, Ontario. The structure and schedule of the exercise is described, as is the procedure for screening volunteer subjects for radioactivity. Topics evaluated in the article include contamination control, crowd control, decontamination, communications, identification of team members, manpower, monitoring protocol, signage, and software.
