Abstract

The article reports on the plan of International Paper Co. (IP) to burn tire derived fuel. In response, a number of community members in Addison County, Vermont organized the group People for Less Pollution (PLP) to take on IP. The group contacted Center for Health, Environment and Justice (CHEJ), and CHEJ provided technical and organizing assistance and connected PLP with other groups that had successfully stopped similar plans. After several years of hearings, the New York Department of Environmental Conservation granted IP the permit for the test burn. PLP and other Vermonters acted quickly, filing a petition with the federal Environmental Protection Agency challenging the state-based pollution permit.
