Abstract
- The article reports on the issue about high qualified teacher recommendation in the U.S. The No Child Left Behind Act (NCLB) Commission recommends that all states should be required to use value-added data systems to evaluate how effective teachers are at raising student achievement. Teachers in the bottom quartile would receive targeted professional development and could be removed from Title 1 schools. The commission's support to this issue will likely strengthen its influence during NCLB reauthorization.
