ENLIGHTENMENT OF U.S. WETLAND MITIGATION BANK'S EXPERIENCE TO THE ECOLOGICAL ENVIRONMENT COMPENSATION IN CHINA.

With the rapid economic development, the continued economic and social development has gradually increased its dependence on ecological resources, the constraints of ecological resources on economic development have become stronger and stronger, and ecological problems have gradually become prominent. Based on the compensation mechanism of the American Mitigation Bank, taking the water resources ecological environment compensation as a case, and by using the compensation experience of the wetland mitigation bank, it is possible to further explore the ecological compensation mechanism suitable for the situation in China in theory and practice. We construct a related mathematical model to quantitatively analyze the ecological compensation standards of the Shitokoumen water source, combine the existing ecological compensation theory and practical experience, take the Shitokoumen Reservoir water source as the research object, and calculate the ecological environment compensation of the residents in this area. Combining the current situation of Shitokoumen water source area, capital compensation is used as the main compensation method for Shitokoumen water source area. The value of the ecological service function is apportioned between the protected area and the beneficiary area through the expert valuation method, and the apportionment coefficients are 60.1% and 39.9%, respectively. After calculation, the upper limit value of ecological environment compensation for the water source area is 6,632.75 million yuan, and the lower limit value is 311.52 million yuan. Among the compensation funds borne by the beneficiary areas, the cost for soil and water conservation is first borne by the Jilin Provincial Government, and the rest of the compensation funds are apportioned among the "two cities and one district" in proportion to the water consumption and water price. Based on the research results of the water source of the Shitokoumen Reservoir, the compensation scope is determined in accordance with the basic principles of compensation, the subject and object of the compensation are identified, and then a certain method is used to calculate the compensation standard, the allocation and distribution of funds, and finally to ensure the ecological compensation. The smooth implementation of the guaranteed mechanism has initially completed the study of an ecological compensation mechanism suitable for the characteristics of the Shitokoumen water source based on the US Wetland Mitigation Bank.
