Abstract
- This article aims to contribute to the ongoing debate about the nature of the National Security Law in Hong Kong (NSL). It argues that the NSL represents the type of constitutional change that comes about not through a formal constitutional amendment, but is a result of both internal and external factors, in particular the rise of identit7 Politics that has changed the political dynamics both within Hong Kong and between Hong Kong and Beijing since the 2010£ It also showcases the trilemma of national sovereig·nty, collective identity and Western liberalism.
