Abstract

In 2000, the Institute of Medicine defined safety-net providers as those who "organize and deliver a significant level of both healthcare and other health-related services to the uninsured, Medicaid, and other vulnerable populations", as well as those "who by mandate or mission offer access to care regardless of a patient's ability to pay and whose patient population includes a substantial share of uninsured, Medicaid, and other vulnerable patients" [1]. For example, Parkland Health and Hospital System, which serves as the urban safety-net hospital for the population of Dallas County, Texas, has seen its total inpatient discharges increase from 37,515 in 2012 to 72,341 in 2018.
