Abstract

Using three types of policy analysis tools, this paper classified the related items of student' core literacy development in 11 school sports policy documents in China since 2014 by means of literature and content analysis. The results showed that in the cultivation of students' core literacy, China's school sports policy tended to use supply-side and environment-side policy tools, while the demand-side policy tools were inadequately used. The unbalanced structure of the three types of policy tools and the improper use of secondary policy tools had affected the overall effect of school sports policies in promoting the development of students' core literacy. It was manifested in the lack of overall planning and detailed arrangement for the development of students' core literacy in the policy system, insufficient policy intervention in key links of cultivating core literacy, such as situation construction for problem solving, innovative practice for learning and application, and healthy living ability of individual development. It was suggested that the use structure of policy tools be further optimized, and that the overall improvement and detailed implementation of core literacy in school sports policies be improved so as to form an effective match with policy tools.
