Gaps between pre-2020 climate policies with NDC goals and long-term mitigation targets: analyses on major regions.

Abstract

Abstract The year 2020 will be the first year for global stocktake on carbon mitigation, whether the current policies are on track to meet the NDC goals would become a highly focused issue, and further enhancement on national NDCs under long-term climate mitigation target would also attract much attention by then. Comparing the actual CO2 emissions in 2017 and the expected emissions under NDC goals, this paper analyzes the gaps between current mitigation progress and NDC goals for major region including the US, EU, China and India, and energy system optimization has been conducted to explore possible plans to close these gaps. In addition, this paper compares CO2 emission pathways under global NDCs and 2-degree target, pointed that existing NDCs are not enough to realize 2-degree target, by 2030, additional mitigation of about 10 Gt CO2 is required for global energy system, which indicating enhanced NDCs should be designed as soon as possible to reduce risks and cost in long-term mitigation actions.
