Keep Dreaming: Cyber Arms Control is Not a Viable Policy Option.

Influential voices call for efforts to curb the accelerating cyber arms race. One proposed strategy is cyber arms control. We argue that the pursuit of this regulation would be stymied, and any regulation passed would be ineffective on the basis that 1) neither unilateral nor multilateral cyber arms control efforts would be effective, and that 2) cyber arms control would conflict with both sovereignty and legitimate peaceful development efforts.
