In urban development, the slow rise of creativity began in the 1980s. In the mid-1990s, with the emergence of the concept of the creative city and later the spread of the creative economy in the early 2000s, the cult of creativity spread like wildfire in the globalizing world. Following the global economic crisis of 2007-2008, development has brought the concept of the smart city into the foreground and this urban development paradigm has become the focus of attention. This theoretical paper outlines the development and characteristics of the concepts of 'creative city' and 'smart city' and highlights in brief how the issues of creative economy, creative city and smart city appear in domestic research and publications.
