The author comments on the 21st Conference of Parties (COP 21) of the United Nations Framework Convention on Climate Change that will be held in Paris, France in late 2015. Topics covered include a brief history of COP 21, the original aims and operative principles of COP 21, and why the U.S. and Canada are considered villains in the talks relating to climate change. The emergence of India and China as major polluters, along with the importance of crafting a binding agreement, are mentioned.
