The article argues for reconsideration of free speech protections by asserting that speech about action and inaction of lower-level government employees in their official capacity to be protected under First Amendment. It mentions that lower-level government employees play important role in policy-making, public perception and governance and mentions decision taken by the U.S. Supreme Court in court cases New York Times Co. v.
