Warning Analysis: Focusing on Perceptions of Vulnerability.

The article discusses the U.S. intelligence services' warnings for national security threats from the end of World War II through the end of the 20th century, including in regard to the perception of vulnerability. The North Atlantic Treaty Organization's (NATO's) involvement in the 1990s Balkans Peninsula conflicts following the breakup of the former Yugoslavia, including in regard to U.S. President Bill Clinton's aversion to civilian casualties, is discussed.
