The article focuses on the Ninth District which has some of the highest upward mobility in the U.S. indicating that the American dream is more alive in the area. It notes however that some of the places with the least upward mobility are also in the Ninth District with most of these places having large Indian reservations including the Rosebud Reservation. It indicates that more tribal members are returning to these reservations due to a spiritual calling or a duty to their tribal family.
