The article presents the final rule from the U.S. Federal Motor Carrier Safety Administration on the amendment of its Hazardous Materials Safety Permits to meet the incorporation by reference of the North American Standard Out-of-Service Criteria. The amendment also aimed to meet level four inspection procedures for commercial highway vehicles and highway route controlled quantities of radioactive materials. The incorporation by reference was effective on May 15, 2014.
