Abstract
- This paper aims to evaluate the professional skills required to be held by civil servants in the local public administration. It also aims to identify the major classes and types of skills required for a local civil servant based on a theory that defines competence as a concept which sums three components: theoretical knowledge, hard skills and soft skills. These components will be defined taking into consideration their importance for the local civil servants professional competence. The analysis conducted based on a national survey reveals the most important skills required for a local civil servant and highlights the importance of owning specific components that form the concept of competence. The importance of certain skills for the local civil servants highlight the necessity of training in certain domains or emphasis the native abilities that are required in the local public administration. The paper also presents short conclusions and future perspectives. [ABSTRACT FROM AUTHOR]
