Fair or Foul?

The article addresses issues regarding the tax-limitation initiative in California known as Proposition 13 as of March 1992. The initiative is, reportedly, facing its biggest challenge in the form of the U.S. Supreme Court, which will decide the fate of the initiative by the end of its term in June 1992. The Court is generally viewed as sensitive to states' rights, and usually defers to state taxing methods, but some people think that the Court's decision in 1989 regarding the Allegheny Pittsburgh Coal Co. v. County Commission of Webster County case reopened the constitutional issues involved in Proposition 13.
