Judges' Commentary: The Outstanding National Water Strategy Papers.

The author reflects on the Frank Giordano Award 2013 winning paper by the team from Colorado College which is characterized by a high-quality application of the complete modeling process, including a case study. He suggests that model should discuss the economic, physical, and environmental implications of water strategy. He also suggests a model to present additional rationale for the values and expanded on factors associated with production of water treatment plants.
